What the statute actually says
In Quebec the electric motor must be rated at 500 watts or less and must stop providing power once the bike reaches 32 km/h, and the bike must always allow pedalling like a regular bicycle. Riders must be 18 or older, except that 14-to-17-year-olds may ride only if they hold a Class 6D (moped or scooter) licence. A bike helmet is mandatory, electric bikes cannot be registered, and riding is allowed on all public roads except highways and their entrance and exit ramps.
