What the statute actually says

Newfoundland and Labrador has no dedicated e-bike category in its Highway Traffic Act, unlike Ontario or PEI. In practice the RCMP treats a compliant e-bike - motor of 500 watts or less, assisted top speed of 32 km/h, and fully operable pedals so the motor disengages when the rider stops pedalling - like a bicycle: a helmet is required for every rider regardless of age, riding on sidewalks is prohibited, and front and rear lights are required after dark. Because the Act still lacks a clear e-bike class, the formal licence and registration status is unsettled - municipalities have formally asked the province to amend the Act to include e-bikes - so those requirements should be confirmed with Service NL.
