What the statute actually says

Yukon's Motor Vehicles Act defines an 'electric power-assisted cycle' as a pedal-equipped bike with electric-only motors totalling 500 W or less whose assistance ceases at 32 km/h on level ground, and lists it as an 'excluded motor vehicle' - so it is treated like a bicycle, needing no registration, plate, insurance or driver's licence. The pedals must be usable and the motor must carry a permanent manufacturer label. There is no territorial helmet or minimum-age requirement for e-bikes (the Act allows a minimum age to be set by regulation, but none is in force), though the City of Whitehorse requires helmets by bylaw.
