So the honest answer to how fast an ebike goes is a cap, not a top speed. The motor is programmed to stop adding help at the class limit.

Class 1 and Class 2 both stop at 20 mph. The difference is the throttle. Class 3 lifts the pedal-assist ceiling to 28 mph but still caps any throttle at 20.

Assisted speed versus coasting speed

Two speeds get confused. The assist cap is where the motor quits. The coasting speed is whatever physics allows after that.

On a downhill, a rider can roll well past 28 mph. The motor contributes nothing above the cap, but gravity does not care about firmware. Your legs do not either: you can pedal faster than the cap on flat ground and the bike keeps moving.
