What the statute actually says
Delaware Title 21 adopts the 3-class framework (<750W; Class 1/2 to 20, Class 3 to 28 mph). 4198P sets a 16-year minimum for Class 3 and requires helmets for all Class 3 riders; Class 3 needs a speedometer.
