What the statute actually says
Florida adopts the three-class model (Class 1/2 to 20 mph, Class 3 to 28 mph, motor under 750 W) under FL Statutes §§ 316.003 and 316.20655; an e-bike rider has the same rights and duties as a bicyclist, and no licence, registration or insurance is required. Riders and passengers under 16 must wear a helmet. A 2026 bill (SB 382) that would have tightened e-bike rules passed both chambers unanimously (37–0 and 112–0) but was vetoed by Governor DeSantis on June 25, 2026, so the current framework stands; local governments still set their own rules (for example, Fort Myers Beach caps sidewalk riding at 15 mph).
