What the statute actually says
Idaho Code 49-106 defines the 3-class framework (<750W; Class 1/2 to 20, Class 3 to 28 mph) and 49-114 excludes e-bikes from moped/motorcycle. Idaho adopted the class definitions but no operational rules — no statutory minimum age and no statewide helmet mandate. [Source: Idaho Code 49-106].
