What the statute actually says
3-class / <750W framework (Class 1&2 to 20 mph, Class 3 to 28 mph). Two specifics differ: Class 3 minimum age is 12 (not 16), and Louisiana uniquely requires ALL Class 3 operators and passengers to wear a helmet plus a speedometer. [Source: La. R.S. 32:204 (definitions at 32:1)]. Draft — verify against the current statute before relying on it.
