What the statute actually says
WRONG for a 3-class draft: New Jersey recognizes only 'low-speed electric bicycle' Class 1 & 2, both capped at 20 mph, motor under 750W. There is NO Class 3 category — a 28-mph machine is a motorized bicycle/moped needing a licence and registration. 2-class/20mph state; helmet required under 17.
