What the statute actually says
SB69 (2023, effective July 1 2023) added the standard 3-class 'electric-assisted bicycle' definition (<=750W; 20/20/28 mph), Class 3 minimum age 16, and extended the Child Helmet Safety Act (under-18) to e-bikes.
