What the statute actually says
PARTIALLY WRONG for a standard draft: NY sets Class 1 & 2 to 20 mph statewide, but Class 3 is 25 mph (NOT 28) and legal ONLY within a city of 1,000,000+ (NYC). Motor under 750W. Statewide minimum age 16; helmets required for ALL Class 3 riders regardless of age. [Source: NY Vehicle & Traffic Law 102-c; helmet in VTL 1238]. Draft — verify against the current statute before relying on it.
