What the statute actually says
RI adopted the 3-class system in 2024 (ch. 31-19.7): Class 1/2 to 20 mph, Class 3 to 28 mph. NOTE: RI defines classes by speed only with NO explicit wattage cap in the text, and sets NO minimum age for Class 3. Helmet required for all riders under 21. [Source: R.I. Gen.
