WRONG for a 3-class draft: SC did NOT adopt the 3-class model. 56-1-10 defines a single 'electric-assist bicycle': <=750W, top motor-powered speed under 20 mph, meets 16 CFR 1512, motor cuts off when braking/pedaling stops; not a moped.
